REAL? Under panic President Peter Mutharika who was supposed to attend the SADC heads of state and government summit taking place in Gaberone, Botswana has delegated some of his cabinet ministers to represent him, state house sources say.

As an unsound excuse, the president has failed to attend citing cost cutting measures due to the current economic challenges the country is going through.

However, our State house sources have confided in us that through his intelligence the president learnt that the peoples summit (which is SADC CSOs summit taking place on the sidelines of the heads of state and governments summit) was preparing a strong communique on the rule of law to be delivered to him along with other leaders when he attends.

He, therefore, decided to delegate four ministers to avoid embarrassment. Among the delegated ministers are Dr George Chaponda of foreign affairs, Dr Allan Chiyembeza of agriculture and Francis Kasaila of transport.
The source confirmed that the president’s absence is not because there is no money but he is saving himself from embarrassment.

“I suspect that he has heard that he was going to be grilled by the Civil Society. The People’s Summit, which takes place on the sidelines of the SADC heads of state and government conference which this year is taking place in Gaberone, Botswana, is organizing a strong communique against him”, the source confirmed.

Our other Botswana based civil society advocates have also confirmed of Mutharika’s predicament.

“Running away from a communique on the Rule of Law, this is very funny, while we were waiting and preparing questions to see what your president (Peter Muthalika the President Of Malawi) will respond to the questions to grill him, we have just received the message that he has cancelled it, he is not coming”, said the source.

He added “He is not coming, it is already confirmed, CSOs had prepared a strong communique against him at ‘The People’s Summit’

The source said the denial about his stand came about because last time when Mutharika had Attended a gala night in USA Mr Big Mouth had revealed through his friend that Mutharika also visited a Dr for his ailment and was said to be visiting the Dr again.

The surreal stand about Mutharika is that he has a lot to answer, but to avoid a whole summit because of ‘The People’s Summit’ , he must be hiding something then. “Can it be Njaunju, can it be about Tenthani, i tried to stop my mind on putting Bishop Mukasa on the table since his accident thought to some people think it was planned, the majority think it was not.

This year’s Summit is expected to bring together participants from community–based groups, Social Movements and Civil Society Organizations from all corners of the region, under the theme “Reclaiming SADC for People’s Development: SADC Resources for SADC People.

Tentatively, the following are under consideration as broad thematic issues on the agenda for 2015 SAPSN People’s Summit, subject to maximum support and stakeholder interest:

1. Tax Justice and the fight against Illicit Financial Flows;
2. Labor Rights, Decent Jobs and Employment;
3. Economic Empowerment and Development Freedoms;
4. Human Security (Violence, Peace Building and Human trafficking);
5. Financing for Post 2015 Sustainable Development Goals agenda (Health, Education and Agriculture);
6. Trade: Cross border traders (Harassment, Simplified trade regime, Double tax);
7. The threat of Unsustainable Debt in SADC Countries?
8. Governance, Democracy and Human Rights (Elections, Civic participation and Development)
